Method
1
Combine the 2 packages of finely chopped dried beef, 1/2 cup chopped green peppers, and 1/2 cup chopped onions in a medium mixing bowl.
2
In a separate bowl, mix together the 2 packages (8 ounces each) of softened cream cheese and 1/2 cup Miracle Whip until well combined and smooth.
3
Fold the beef and vegetable mixture into the cream cheese mixture until evenly distributed throughout.
4
Lay out one flour tortilla on a clean work surface and spread approximately 2-3 tablespoons of the filling mixture evenly across the entire surface.
5
Place a second tortilla on top of the filling and press gently to compress slightly, then repeat the filling and layering process with the remaining tortillas, creating a stack of 3-4 tortillas.
6
Wrap the completed tortilla stack tightly in plastic wrap or aluminum foil and refrigerate for at least 15-20 minutes to firm up the filling.

7
Remove the chilled tortilla stack from the refrigerator and unwrap carefully. Using a sharp knife, cut the stack into triangles or wedges, wiping the knife clean between cuts for neat presentation.
8
Arrange the cut appetizer pieces on a serving platter and serve chilled or at room temperature.
