Bring a large pot of salted water to a boil and cook the macaroni according to package directions until al dente, then drain and set aside.

Spray a medium saucepan with cooking spray and heat over medium heat, then add the reduced-fat margarine and allow it to melt.

Whisk the cornstarch into the melted margarine to form a paste, stirring constantly for about 1 minute to remove any lumps.

Gradually pour in the skim milk and evaporated skim milk while whisking continuously to avoid lumps, then continue stirring until the mixture thickens.

Remove the sauce from heat and stir in the reduced-fat cheddar cheese and part-skim mozzarella cheese until completely melted and smooth.
