Combine ground cooked ham, ground fresh pork, bread crumbs, 1 tablespoon Jack Daniel's whiskey, water, egg, minced celery, minced onion, dry mustard, pepper, and ground cloves in a large mixing bowl. Mix gently with hands until just combined, being careful not to overwork the mixture.

Form the ham mixture into 12 meatballs of equal size, approximately 2 inches in diameter. Arrange the meatballs in a single layer on a rimmed baking sheet or in a shallow baking dish.

Preheat oven to 350°F.

In a small bowl, whisk together firmly packed brown sugar, prepared mustard, vinegar, and remaining 1 tablespoon Jack Daniel's whiskey until smooth and fully combined.

Brush or spoon the glaze evenly over all ham balls, coating each one thoroughly.

Bake the ham balls at 350°F for 35 minutes, basting with any accumulated pan juices halfway through cooking. The balls should be golden brown and cooked through when done.

Remove the baking dish from the oven and let the ham balls rest for 2–3 minutes before serving. Transfer to a serving platter and spoon any remaining pan glaze over the top.
