Combine the cooked rice, drained crushed pineapple, shredded carrots, and chopped green pepper in a large mixing bowl.

In a separate small bowl, whisk together the mayonnaise, sugar, grated lemon peel, lemon juice, and salt until smooth and well blended.

Pour the dressing over the rice and vegetable mixture, then fold gently until all ingredients are evenly coated.
