Melt margarine in a large saucepan over medium heat. Add chopped onion and celery, sauté for 3-4 minutes until softened and fragrant.

Stir in the bulgur wheat and cook for 2 minutes, stirring occasionally to lightly toast the grains.

Add the chicken broth, garlic, white pepper, and salt to the saucepan and stir well to combine.

Bring the mixture to a boil, then reduce heat to low and cover with a lid.

Simmer for 12-15 minutes until the bulgur is tender and has absorbed most of the liquid.
