Combine sugar, cocoa, butter, milk, and light corn syrup in a medium saucepan over medium heat.

Stir constantly until the mixture reaches a full rolling boil, then continue cooking for 2 minutes without stirring.

Remove the pan from heat and allow the mixture to cool to room temperature, approximately 10 minutes.

Sift the confectioners' sugar into a large bowl to remove any lumps.
