Combine crushed pretzel sticks, sugar, and melted butter in a bowl, stirring until the mixture resembles wet sand.

Press the pretzel mixture firmly into the bottom of a 9x13-inch baking dish to form an even crust.

Beat softened cream cheese and Cool Whip together until smooth and well combined, then spread evenly over the cooled pretzel crust.

Dissolve the raspberry Jell-O in boiling water, stirring for about 2 minutes until completely dissolved.

Stir frozen raspberries into the hot Jell-O mixture until the berries are separated and evenly distributed.

Cool the Jell-O and raspberry mixture to room temperature, about 15 minutes, then pour carefully over the cream cheese layer.
