Preheat oven to 400°F and lightly grease a 9-inch round or square baking pan.

Whisk together cornmeal, whole wheat flour, baking powder, and salt in a large bowl until well combined.

In a separate bowl, combine water and honey, stirring until the honey dissolves completely.

Pour the wet mixture into the dry ingredients and stir until just combined; do not overmix, as some lumps are acceptable.

Fold the frozen corn into the batter gently until evenly distributed throughout.

Transfer the batter to the prepared baking pan, spreading it into an even layer.
