Method
1
In a mixing bowl, combine eggs, matzo meal, water, salt, and a pinch of sugar, then beat together until a smooth, thick batter forms. Allow the batter to rest for 5 minutes so the matzo meal absorbs the liquid.
7 minutes
2
Pat the hot dogs dry with paper towels, then use a spoon or your hands to coat each hot dog evenly and generously with the matzo meal batter.
5 minutes
3
Heat oil in a large skillet or frying pan over medium heat until shimmering, using enough oil to come about halfway up the sides of the battered hot dogs.
3 minutes
4
Carefully place the batter-coated hot dogs into the hot oil and pan-fry, turning occasionally, until the coating is golden brown and crisp on all sides.
8 minutes
5
Remove the roll-ups from the pan and transfer them to a plate lined with paper towels to drain excess oil.

6
Alternatively, for a baked version, preheat the oven to 375°F (190°C), place the battered hot dogs on a greased baking sheet, brush lightly with oil, and bake until golden and set.

Serve the roll-ups warm as an appetizer or main dish, accompanied by Passover-approved condiments such as mustard or ketchup.
