Combine powdered milk, cornstarch, and instant bouillon cubes in a large mixing bowl, breaking up any clumps with a whisk or fork.

Add dried onion flakes, basil, thyme, and pepper to the bowl and stir until all ingredients are evenly distributed throughout the mixture.

Transfer the mixture to an airtight container and seal tightly, storing in a cool, dry place away from moisture and heat.

To prepare soup, bring 4 cups of water to a boil in a pot, then gradually whisk in 1 cup of the dry mix while stirring constantly to avoid lumps.

Simmer the soup for 5 minutes, stirring occasionally, until the mixture thickens and the flavors are well blended.
