Combine instant minced onion, chopped green pepper, and water in a medium bowl, stirring well to distribute the onion evenly.

Let the onion and pepper mixture sit for 2-3 minutes to allow the instant onion to rehydrate and soften.

Add the crushed tomatoes to the bowl, breaking up any large pieces with a spoon.

Stir all ingredients together until fully combined and evenly seasoned.

Taste and adjust seasonings as needed, adding more chili powder or garlic powder for intensity if desired.
