Preheat the oven to 350°F (175°C).

Combine bulgur wheat, dried basil, salt, and pepper in a 2-quart baking dish, stirring to distribute the seasonings evenly.

Pour boiling water over the bulgur mixture and stir well to ensure all grains are submerged.

Cover the baking dish tightly with foil and place in the preheated oven.

Remove the dish from the oven and stir in the chopped pecans, mixing gently to distribute them throughout the bulgur.

Return to the oven, uncovered, for 5 minutes to allow the pecans to toast lightly.
