Bring a large pot of salted water to a boil over high heat.

Add the Dreamfields elbows to the boiling water and cook according to package directions until al dente, then drain and rinse with cold water until cooled completely.

While the pasta cooks, chop the fresh parsley, green onion, cucumber into ½-inch dice, and broccoli floret tops into bite-sized pieces; chop the carrot into small pieces.

In a large mixing bowl, combine the light sour cream and low-fat mayonnaise, whisking until smooth and well blended.

Stir the lemon juice, salt, and pepper into the sour cream mixture until fully incorporated.

Add the cooled pasta, parsley, green onion, cucumber, broccoli florets, and carrot to the bowl with the dressing.

Toss all ingredients together until the pasta and vegetables are evenly coated with the dressing, using a gentle folding motion to avoid breaking the vegetables.
