Combine ground beef, 1 large egg, finely chopped chives or scallions, kosher salt, and fresh pepper in a mixing bowl until just incorporated. Form the mixture into 4 equal patties, about ΒΎ-inch thick, making a slight indentation in the center of each patty with a thumb.

Cook bacon until crispy in a skillet over medium-high heat, then transfer to a paper towel-lined plate and set aside.

Prepare waffle mix according to package directions, stirring until just combined. Pour batter into a preheated waffle iron and cook according to manufacturer's instructions until golden brown and crispy.

Heat the same skillet used for bacon over medium-high heat until hot. Cook beef patties until medium doneness, about 3-4 minutes per side, seasoning with additional salt and pepper as needed.

In the final minute of cooking the patties, create a well in the center of each patty and crack 1 large egg (kept intact) into each indentation, allowing the yolk to cook slightly.

Assemble the waffle as a base on each serving plate, layering crispy cooked bacon, fresh arugula, a beef patty with its cooked egg on top, and a sprinkle of reserved chopped chives or scallions.
