Combine white sugar and light karo syrup in a large saucepan over medium heat. Stir constantly until the mixture comes to a gentle boil, about 3-4 minutes.

Add peanut butter to the saucepan and stir until fully incorporated and smooth. Remove from heat.

Pour the Special K cereal into a large mixing bowl. Gradually pour the peanut butter mixture over the cereal while stirring gently until all cereal is evenly coated.

Press the cereal mixture firmly into a 9x13-inch baking pan, using a spatula or greased hands to create an even layer.

Combine chocolate chips and butterscotch chips in a microwave-safe bowl. Heat in 30-second intervals, stirring between each interval, until completely melted and smooth, about 1-2 minutes total.

Spread the melted chocolate and butterscotch chip mixture evenly over the cereal layer using an offset spatula or knife.

Allow the bars to cool at room temperature for 15-20 minutes until the chocolate layer is set and firm. Cut into squares and serve.
