Combine sugar and corn syrup in a large saucepan over medium heat, stirring occasionally until the mixture begins to boil.

Remove the pan from heat and stir in the peanut butter until fully incorporated and smooth.

Add the Rice Krispies to the peanut butter mixture, folding gently with a silicone spatula until all cereal is evenly coated.

Lightly grease a 9x13-inch baking pan and press the Rice Krispie mixture firmly and evenly into the bottom of the pan using the back of a spatula or greased hands.

Melt the butterscotch morsels and semi-sweet chocolate chips together in a microwave-safe bowl, heating in 30-second intervals and stirring between each interval until completely smooth.

Spread the melted chocolate-butterscotch mixture evenly over the top of the pressed Rice Krispie layer.

Allow the treats to cool at room temperature for at least 30 minutes, or refrigerate for 15 minutes, until the chocolate layer is completely set and firm.
