Method

Pour the water into a large pot and bring to a boil over medium-high heat.

Add the poppy seeds to the boiling water and stir well to combine.

Reduce heat to medium and simmer the poppy seed mixture for 10-12 minutes, stirring occasionally, until the seeds soften and release their flavor into the liquid.

Strain the mixture through a fine-mesh sieve into a clean bowl, pressing gently on the seeds to extract all the liquid; discard or reserve the softened seeds for garnish if desired.

Pour the strained poppy seed liquid back into the pot and add the sugar or honey, starting with ½ cup and adjusting to taste.

Stir over low heat for 1-2 minutes until the sweetener dissolves completely.
