Combine sifted flour, baking powder, baking soda, salt, and sugar in a large bowl, whisking together until evenly distributed.

Whisk together eggs, buttermilk, and melted butter in a separate bowl until well combined.

Pour the wet ingredients into the dry ingredients and stir until just combined; do not overmix, as lumps in the batter are acceptable.

Fold the cooked rice gently into the batter using a spatula or wooden spoon until evenly distributed throughout.

Prepare the orange honey butter by combining butter, honey, orange juice, grated orange peel, and lemon juice in a small bowl, stirring until smooth and well blended.

Heat a griddle or large skillet over medium heat until a drop of water sizzles on the surface, then lightly butter or oil the cooking surface.
