Heat olive oil in a large pot over medium heat until shimmering. Add chopped garlic and sauté for 1-2 minutes until fragrant.

Stir in paprika, ground cumin, and dried crushed red pepper, cooking for 30 seconds to bloom the spices.

Add the potato slices to the pot and stir to coat with the spiced oil. Cook for 2-3 minutes, stirring occasionally.

Pour in the water and bring to a boil. Add the quartered tomatoes and reduce heat to a gentle simmer.

Simmer the potatoes until they are almost tender, approximately 10-12 minutes.

Season the fish fillets lightly with salt. Carefully place the 1-inch-thick white fish fillets into the simmering broth.
