Combine rice vinegar, white sugar, water, fish sauce, and sherry in a medium saucepan and stir to dissolve the sugar.

Bring the mixture to a boil over medium-high heat, then reduce heat to medium.

Add minced garlic and dried crushed chili, stirring well to distribute evenly throughout the sauce.

Simmer the sauce uncovered for 8-10 minutes, allowing the flavors to meld and the chili to infuse the liquid.

Stir the cornstarch slurry (cornstarch dissolved in cool water) to recombine, then slowly pour it into the simmering sauce while stirring constantly to prevent lumps.
