Combine firmly packed cocoa powder, sugar substitute, and salt in a medium saucepan, whisking together until no lumps remain.

Gradually add cold water to the cocoa mixture while whisking constantly to create a smooth, lump-free slurry.

Place the saucepan over medium heat and bring the mixture to a gentle simmer, stirring occasionally.
