Preheat oven to 350°F (175°C). Grease a 9x13-inch baking dish with butter or cooking spray.

Whisk together eggs, granulated sugar, brown sugar, and milk in a large bowl until well combined and slightly foamy.

Gradually add flour to the wet mixture, stirring until a thick batter forms with no visible lumps.

Fold in chocolate syrup until evenly distributed throughout the batter.
