Combine flour, non-fat dry milk powder, baking powder, and salt in a large bowl, whisking together to distribute the leavening agent and milk powder evenly throughout the flour.

Cut the shortening into small cubes and add to the flour mixture, working the pieces in with a pastry cutter, two knives, or fingertips until the mixture resembles coarse breadcrumbs with pea-sized pieces of shortening visible.

Store the completed biscuit mix in an airtight container at room temperature for up to 2 months, or use immediately to prepare fresh biscuits.
