Preheat your oven to 375°F (190°C) and lightly grease a large baking sheet or a 9-inch round cake pan.

In a large mixing bowl, whisk together the flour, sugar, baking soda, baking powder, and salt until evenly combined.

Cut the cold butter into small cubes and work it into the flour mixture with your fingertips until the mixture resembles coarse crumbs.

Stir in the raisins and caraway seeds, distributing them evenly throughout the dry mixture.

In a separate bowl, whisk together the buttermilk and eggs, then pour the wet mixture into the dry ingredients and stir until a soft, shaggy dough forms — do not overmix.
