Preheat oven to 350°F. Grease and flour a 9-inch round cake pan, then set aside.

Combine milk and vinegar in a small bowl and let sit for 5 minutes to curdle and create buttermilk substitute.

In a large mixing bowl, cream together butter and sugar until light and fluffy, about 3-4 minutes.

Beat in eggs one at a time, then add almond extract and the reserved 6 tablespoons of orange juice, mixing well after each addition.

In a separate bowl, whisk together flour, baking powder, baking soda, and salt.

Alternate adding the flour mixture and curdled milk to the butter-egg mixture in thirds, beginning and ending with the flour mixture, stirring gently until just combined.

Fold in the raisins and reserved orange rinds until evenly distributed throughout the batter.

Pour batter into prepared pan and smooth the top with a spatula.

Bake for 50 minutes, or until a toothpick inserted in the center comes out clean.
