Preheat oven to 425°F (220°C).

Combine self-rising flour, cream of tartar, and sugar in a large mixing bowl.

Cut the shortening into the flour mixture using a pastry cutter, two knives, or fingertips until the mixture resembles coarse crumbs with pea-sized pieces of shortening throughout.

Pour the milk into the flour mixture and stir gently with a fork until just combined into a soft dough; do not overmix.

Turn the dough onto a lightly floured surface and knead 3–4 times, just until it comes together, being careful not to develop the gluten.

Pat the dough to about 1/2-inch thickness and cut into biscuits using a 2-inch biscuit cutter or glass, pushing straight down without twisting.

Place biscuits on an ungreased baking sheet, positioning them close together so their sides touch as they rise.
