Combine water, evaporated milk, and coconut milk in a large pot and bring to a boil over medium-high heat.

Add cinnamon sticks and sugar to the boiling liquid, stirring until the sugar dissolves completely.

Slowly pour the corn flour into the liquid while stirring constantly to avoid lumps from forming.

Reduce heat to medium and continue stirring the mixture for 5-7 minutes until it thickens and becomes creamy.

Stir in the softened butter, salt, and raisins, mixing until evenly distributed throughout the arepa.

Continue cooking and stirring for another 8-10 minutes until the mixture pulls away from the sides of the pot and has a thick, porridge-like consistency.
