In a frying pan cook the beef over medium heat until brown; drain. Combine; water, chili powder, salt, garlic powder, red pepper, and [[[kidney bean|beans]]. Heat to boil, then reduce heat. Simmer uncovered 15 minutes, stirring occasionally. Let cook, ~10 minutes. Chop and mix lettuce, cheese, tomatoes, and onion in a large bowl. Toss with Thousand Island dressing, add beef last and toss again. Common sides to garnish with are avocado/guacamole, salsa, and sour cream.
